[Xastir] Cygwin problems

That's the biggy.  The person who wrote the README.win32 (me!)
doesn't have a continuuing interest in Windows, plus no Windows
systems to try things on anyway.

The guy who did the binary install is quite busy but may get to
updating it with the latest stable release sometime soon (I'll ask
him directly via separate e-mail).

Anyone wishing to take on the task of keeping the README.win32
and/or the binary install for Windows up-to-date, please let us
know.  A small team of people would be even better as then there's
less for each person to do.
