[Xastir] aprs.tamu.edu FTP site for maps

Finally got the passive-mode FTP problem licked.  I have a grad student 
at UMiami downloading a bunch of stuff right now but after today it's 
open season on maps to this site and folks shouldn't have problems 
getting things off the site anymore.
