See 4.31 of the FAQ.  I know the topic doesn't quite match, but some
of the debugging stuff there is applicable.

You need either libcurl or wget compiled in, AND either
GraphicsMagick or ImageMagick compiled in.  That should be all you
need for internet-based raster maps.
