[Xastir] Xastir with KPC 3+ TNC no xmit

The tnc-startup.kpc3 script is for a serial TNC in normal mode, not KISS mode.
If you've set up the interface with "Serial TNC" and connected the serial port
to a KISS TNC it'll do the Wrong Thing.

To use your KPC3 in KISS mode you need to set it up as a "Serial KISS TNC" 
interface in xastir instead of a serial TNC.  If you do that, it won't even 
give you the option of using a start-up script.
