[Xastir] Tiger 2006 files as shapefiles

For anyone providing a map download such as this, please add your
site to the Wiki Maps page:

It sounds like we may end up with three sites right off the bat
which is great!  We won't be dependent on any one particular map
server to be up as we are now.
