[Xastir] Smart Beaconing on internet?

I believe SmartBeaconing will work in this manner, but you'll need
to set your station to one of the mobile station types (Transmit
Station Option on the Configure->Defaults dialog).  If I remember
correctly we disable SmartBeaconing if it's a fixed station.
