Xastir does respond to SIGUSR1.  I think it takes a Snapshot if you
send it that.  In other words, not what is needed for the above
case.

Xastir also recognizes SIGHUP, and will shutdown and then restart if
it receives one.  This can be used to restart a remote instance, for
instance after changing some config file value.
