[Xastir] Error opening port - cygwin and Vista - SOLUTION

This appears to be a known problem with Cygwin under vista and can be resolved
by running:

    C:\cygwin\bin\ash -c /bin/rebaseall

from Start-Run before you run any cygwin shells/X-windows.

Not that I understand any of it, but the documentation for rebaseall can be
found in /usr/share/doc/Cygwin/rebase-*.README

Hope this helps someone else in the future.
