[Xastir] make radar images see-through?

What he was looking for was a way to make the radar
image translucent inside Xastir so that any other
layers inside Xastir would show through the colored
areas of the radar image.  However, since Xastir
doesn't support alpha blending at the moment, this
can't be done.  I don't believe the image code in
Xastir would even honor any alpha channel data in a
GIF either.

Just another tick mark for Xastir 2, right? :)
