[Xastir] Question using xastir 1.9.5

There isn't a dbfawk file for the tabblock00 files, so that is an
accurate message.

pointlm.dbfawk exists.  Either you don't have the new dbfawk files
installed on your system (should be in
/usr/local/share/xastir/config) or for some reason the counties you
downloaded don't match the signature in the dbfawk file.
