[Xastir] dbfawk files for Tiger-2008 shapefiles

DBFAWK is compiled in, this is what is in my "About Xastir"
Xastir v1.9.5
Compiled: Thu Oct 16 09:21:12 PDT 2008
Libraries used: GraphicsMagick ShapeLib PCRE rtree libcurl
@(#)Motif Version 2.2.2i (2.1.32)
GraphicsMagick 1.3.5 2009-01-26 Q8 http://.....
etc.
Just to verify I have things placed correctly, this is what I have.
