[Xastir] State Boarders

I downloaded this file; http://www.weather.gov/geodata/catalog/national/html/us_state.htm. I use it above zoom level 4096 to show me just the US State Outlines. What I'd like to do is change the color of the borders from black to red maybe or even bright green. Something to distinguish it from the county lines when I turn them on too.

Can someone please explain to me how to do that?
