[Xastir] Ubuntu 9.04 instructions updated on wiki (proj.4 issue)

Hi Kevin...have used your Ubuntu 9.04 How-To a couple of times recently
and it is excellent and works very well...
i will look up ,d/l and print the latest version so i have it on hand

will be interested to see if you have to play fun and games with the 
configure of libgeotiff as we have had to thus far
