[Xastir] $PGRMW waypoint support

Why?  What do you get out of a headless Xastir installation?  Wouldn't it
be better to use a tool that's meant to be headless (e.g. a T2)

Xastir's a fine graphical APRS client, but I can't see what value there is
to running it with no graphical display when there are better tools for that
job.
