try the following
/usr/local/sbin/mkiss -s 38400 /dev/ttyUSB0 /dev/ptmx /dev/ptmx

See what the two pty's returned are then use
/usr/local/sbin/kissattach /dev/pts/<first one> <1200 baud port name> <ip>
/usr/local/sbin/kissattach /dev/pts/<second one> <9600 baud port name> <ip>
