[Xastir] Cygwin problem, probably routine

I can't say for sure but this might be related to the Fedora 12
right-click mouse menu issue that was just solved in the last couple
of days.

It could also be that you have a modifier key on
(CapsLock/NumLock/ScrollLock) and Xastir isn't able to handle the
event because of this.

Also note that a brand-new README.CYGWIN was just checked in
recently.  I don't know whether you followed the old README.win32
instructions or the new README.CYGWIN.
