[Xastir] Position transmit timing

How are you verifying the 30 minute transmit interval? If it is being
observed on RF, does this match what is shown as being sent by Xastir? I
don't have access to Xastir at the moment but I believe it is at {View |
Incoming Data}.
Is it possible the TNC is causing the transmit rather than Xastir? What TNC
are you using? If you manually transmit from the Xastir menu does it behave
as expected?

Make the changes you want...
Then { File | Configure | Save Config Now! }...
Then Quit Xastir...
Then Start Xastir...
Observe if changes "stuck".
